PROPOSALS that could see the introduction of up to five houses on land in Delabole has been met with concern from local residents.

Mr and Mrs Davey are seeking approval to build the properties on land to the west of 90 High Street in the village.

The applicants are seeking a type of planning permission known as a ‘Permission in Principle’ or PiP, which is intended to establish the principle of building on the land.

If approved, it will enable the applicant to build up to five houses on the land, with the final number likely to be stipulated by Cornwall Council.

However, before construction could begin in the event the permission in principle is granted, it would require a second planning application to agree all the technical details, such as the size, scale, appearance and access to the development.

Developments of under ten houses are usually not required to provide any affordable home provision within their site.

The applicant’s planning agent told Cornwall Council: “The proposed site currently comprises of two fields with vehicular access from the highway. The proposed site is an infill site which fills a gap within in an otherwise continuous built frontage that does not physically extend the settlement into the countryside.

“The site is enclosed on three sides with established development and contained within established developed land. On the west of the site it is proposed to build a Cornish Hedge to provide a physical boundary between the proposal and the field. On the north of the site is Delabole Church of St John. On the south of the site is existing residential development forming the street frontage and developed land belonging to the Bettle and Chisel Pub.

“The development proposal is for the construction of one to five dwellings and the associated landscaping and access road.

This application focuses on the primary and general principles of accommodating one to five dwellings at the site of under 1,000 sqm and a site under one hectare.

“An Indicative layout has been provided to demonstrate how five self build dwellings could be accommodated onto the site. However, this is at the early initial stage of the design.

“The final design and details for the access, layout, landscaping and overall design approach will be developed for the final scheme under the technical details planning application.”

There have been three objections from nearby residents.

Chris Patfield was one of the three objectors, giving multiple reasons for his concern. In addition to a direct impact on his property, he says that there are issues with sewerage, infrastructure and what he perceives to be a ‘large, high value’ development in a village that needs starter homes, social and retirement properties.

Adam Roots said he was concerned about the increase in traffic in the village as well as sewerage and drainage concerns, citing examples of other developments refused for those reasons.
